Updating 1.18.x to 1.19.x

• Remove Skylands world preset (it's not worth the effort of porting... if anyone wants to maintain it, please dm me)
• Add support for .snbt files
• Add template specific offset
• Add template specific surrounding blocks/border
• Make surface generation persistent for each world
